Pluto TV pioneered the modern FAST channel concept when it launched in 2013, organizing free streaming content into thematic linear channels that mimicked the passive, lean-back experience of traditional cable television rather than requiring viewers to browse and select individual titles. Viacom acquired Pluto TV in 2019 for $340 million before the Viacom-CBS merger created Paramount Global, giving the service the backing of a major content studio and the ability to populate its channels with Paramount's deep library of films and television series. The service now carries hundreds of linear channels alongside an on-demand library, all accessible without a subscription or account creation.

Pluto TV's delivery architecture handles two parallel content pipelines: the live linear channels, which require continuous CDN delivery similar to traditional broadcast streams, and the on-demand library, which uses standard video-on-demand CDN delivery with adaptive bitrate. The FAST channel model creates interesting infrastructure challenges — each linear channel is effectively a continuous stream that must be maintained even during off-peak hours when viewership is low, and ad insertion must happen correctly at the right moments in the channel schedule. Server-side ad insertion at the CDN layer keeps the ad experience consistent but means ad delivery failures affect the entire stream.

Pluto TV problems present differently depending on whether the issue is with the live channel infrastructure or the on-demand backend. Live channel streams buffer consistently or display the "Pluto is Loading..." screen without resolving when CDN edge capacity is constrained. On-demand titles fail to start or drop to the lowest available bitrate and stay there regardless of network speed. The channel guide — a core feature of the linear experience — can fail to load or display incorrect programming information when the EPG (electronic program guide) backend is degraded. Smart TV apps on some platforms cache the channel lineup aggressively, leading to a mismatch between the app's displayed schedule and what is actually airing.
