Universal Credit is the UK's working-age benefits system, merging six legacy payments into one monthly amount to help eligible residents with living costs.

What is Universal Credit?

Universal Credit is the UK's integrated welfare benefit, consolidating six legacy benefits — including Jobseeker's Allowance, Housing Benefit, and Working Tax Credit — into a single monthly payment. Launched by the Department for Work and Pensions in 2013 and rolled out nationally over the following years, Universal Credit now supports millions of claimants across the UK. The online service, accessed through the GOV.UK platform, handles claim applications, monthly earnings reporting, journal entries for communicating with case workers, and changes of circumstances. For most claimants, the online journal is their primary — and often only — channel for interacting with the DWP.

The Universal Credit service runs on the GOV.UK platform backed by DWP's digital infrastructure. GOV.UK Verify and now GOV.UK One Login handle identity verification for new claimants. The system integrates with HMRC's real-time information (RTI) feed to receive employment and earnings data from employers automatically. The journal system, which serves as the communication record between claimant and work coach, is critical to ongoing claim management. Backend systems handle payment calculations, third-party debt deductions, advance payment processing, and landlord direct payment arrangements.

Outages on Universal Credit have immediate financial consequences for claimants who depend on the monthly payment. When the service is down, claimants cannot submit their monthly earnings report — a required step that must be completed on time to receive payment. Journal messages cannot be sent, blocking communication with work coaches about fit notes, job searches, or childcare costs. New applications cannot be started. Changes of circumstances — new job, new address, new household member — cannot be reported. In some outage scenarios, direct debit payment dates shift or payments are delayed without the claimant being able to reach anyone to confirm why.

Outage.gg tracks Universal Credit service status through reports from claimants across the UK. If the UC portal is down, you cannot report earnings, or the journal is unavailable, the live status page shows real-time community reports and incident updates.
